State Authorization Reciprocity Agreement 

St. Louis College of Health Careers is approved by the State of Missouri to participate in the National Council for State Authorization Reciprocity Agreement (NC-SARA). NC-SARA is a voluntary, regional approach to state oversight of postsecondary distance education. As of July 2019, 49 states (all but California), the District of Columbia, Puerto Rico and the U.S. Virgin Islands have now joined NC-SARA. Therefore, if a student relocates to California prior to program completion, this may adversely impact the student’s ability to complete the program. Student complaints: 

  • Students with a complaint must first attempt to resolve the issue at the school by completing the school’s complaint process. Exhaustion of all informal and formal institutional processes, including both campus processes and any applicable system processes, is a prerequisite to filing any formal complaint with the Missouri Department of Higher Education and Workforce Development (MDHEWD).
  • If dissatisfied with the resolution of the school grievance process, the student may contact MDHEWD by calling 800-473-6757 or emailing info@dhewd.mo.gov.
  • The student will be directed to submit the complaint in writing, using a complaint form provided by the MDHEWD. It may be mailed, scanned, or faxed to the department and must include supporting documentation. If there is no indication institutional remedies have been exhausted, the complaint will be returned for that purpose. Complaints that fall within the jurisdiction of the department will be investigated and resolved as appropriate by the relevant unit of the MDHEWD. All parties to the complaint will be notified of its resolution.

Distance Education Approval

California State Authorization (Distance Education)
St. Louis College of Health Careers, Inc. is registered as an out-of-state institution with the California Bureau for Private Postsecondary Education (BPPE) pursuant to California Education Code section 94801.5. This registration permits the institution to enroll students residing in California in distance education programs. This registration is effective through April 28, 2031, unless earlier modified or revoked by the Bureau. Registration with the BPPE does not constitute approval to operate a physical location in California and does not imply endorsement or accreditation by the State of California. The institution complies with applicable California regulations, including Student Tuition Recovery Fund (STRF) requirements.

 

Distance Education Student Complaint Process (SARA and California BPPE)
St. Louis College of Health Careers (SLCHC) participates in the State Authorization Reciprocity Agreement (SARA) through authorization granted by the Missouri State Portal Entity (SPE). SARA establishes a uniform process for resolving student complaints related to distance education across participating states.

 

Step 1: Institutional Complaint Resolution (Required for All Students)
Students enrolled in distance education courses or programs must first attempt to resolve all complaints through SLCHC’s institutional complaint process as outlined in the Student Catalog.
  • Complaints must be submitted in writing and reviewed in accordance with institutional procedures.
  • Students must allow the institution reasonable time to investigate and respond.
  • Documentation demonstrating exhaustion of the institutional complaint process should be retained.
Step 2: State‑Level Complaint Resolution
A. Students Residing Outside of California (SARA Process)
If a distance‑education‑related complaint is not resolved after exhausting SLCHC’s institutional complaint process, students may file a complaint under the SARA complaint resolution process.
  • SARA complaints are submitted to the State Portal Entity (SPE) in the student’s state of legal residence at the time the complaint is filed.
  • Missouri residents may submit complaints to the Missouri State Portal Entity.
  • The SPE may review the complaint and, if applicable, coordinate resolution with other state agencies or NC‑SARA in accordance with SARA policies.

B. Students Residing in California (BPPE Process – California Is Not a SARA State)
Because California does not participate in SARA, California‑resident students enrolled in distance education programs must follow California’s state complaint process after exhausting SLCHC’s institutional complaint procedures.
If the complaint is not resolved institutionally, California residents may file a complaint with the California Bureau for Private Postsecondary Education (BPPE).
  • A student or any member of the public may file a complaint with BPPE by calling (888) 370‑7589 or by completing a complaint form available on BPPE’s website.
  • BPPE reviews complaints related to institutional compliance, consumer protection, and applicable California education regulations.
